The Transaction Service is a WCF service and can be hosted separately or as a sub-site to Sitecore. In cases where AJAX calls from the browser are expected, the service must satisfy CORS requirements which can be accomplished by hosting within Sitecore itself or by URL-rewriting to a separate IIS service.
